Monitoring Committee
According to REGULATION (EU) 2021/1060 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 24 June 2021 laying down general provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Fair Transition Fund and the European Maritime, Fisheries and Aquaculture Fund, as well as on the financial rules applicable to them and to the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for financial support for border management and visa policy, "each Member State shall set up a committee to monitor the implementation of the programme". In order to analyse the quality of the implementation of the programmes, Member States should set up monitoring committees which should include representatives of the partners concerned.
In accordance with Article 38(3) of REGULATION (EU) 2021/1060 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL, the Monitoring Committee shall meet at least once a year and shall review all matters affecting the progress of the programme towards achieving its objectives.
Some of the functions of the Monitoring Committee include consideration of:
- progress in implementing the programme and progress towards achieving the intermediate objectives and targets;
- any issues affecting the quality of programme implementation and measures to address them;
- the progress of the evaluations, the summaries of the evaluations and any follow-up of the findings;
- the implementation of communication and visibility actions;
- progress in building administrative capacity for public institutions, partners and beneficiaries, where applicable.
The Monitoring Committee approves:
- the methodology and criteria used for the selection of operations, including amendments thereto;
- the final report on the quality of implementation for programmes supported by the ERDF, ESF+, Cohesion Fund, CSF and EMFF;
- the evaluation plan and its amendments;
- the managing authority's proposals for amending a programme.
The RDP 2021-2027 Monitoring Committee is chaired by the Head of the Managing Authority of the Development of Regions Programme 2021-2027.
