Regional Development Programme 2021-2027
The strategic goal of the new Regional Development Programme 2021-2027 coincides with the main goal of the regional development policy in Bulgaria, namely to create vibrant, strong and sustainable regions as a response to unfavorable demographic trends and deepening of inter-regional and intra-regional differences. In order to achieve the set strategic goal, it is necessary to fulfill the following specific goals:
1. Tackling negative demographic trends and reducing the regional disparities regarding the population
2. Increasing the economic growth of Bulgarian regions
3. Promote balanced territorial development through a polycentric network of cities supported by integrated investments
These will be achieved through a change in attitudes, views and perspectives towards regional development, which will be implemented through an integrated territorial approach. The focus of this approach is on effectively exploiting the potential of each territory in close dialogue and cooperation between institutions at different levels of government as well as other stakeholders.
The need to strengthen policies based on local specificities, which correspond to local needs and the specific potentials of the territory, is also based on the experience of the last two programming periods.
It is foreseen that the RDP 2021-2027 will be fully geared towards Policy Objective 5 - "Europe closer to citizens by fostering the sustainable and integrated development of all types of territories and local initiatives", in accordance with Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 laying down general provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund, as well as the financial rules for them and for the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for Financial Support for Border Management and Visa Policy.
The grant shall be awarded for projects which achieve the objectives of the programme and under the conditions laid down therein.
Regional Development Councils are established in the Level 2 planning regions (North West Region, North Central Region, North East Region, South East Region, South Central Region and South West Region). The Regional Development Council shall coordinate the implementation of the state policy for regional development in the respective Level 2 planning region.
