Program "Development of the Regions" 2021-2027

In December 2023, the European Commission approved version 2.2 of the Development of Regions Programme for the period 2021-2027 with the inclusion of the Fair Transition Fund priorities. In this context, the Managing Authority (MA) of the RDP has prepared an amendment to the 2024 IGRP with foreseen procedures for the provision of grant aid (GFA) in the scope of Priority 4 "Just Transition" and Priority 5 "Technical Assistance" as well as in the scope of Priority 1 "Integrated Urban Development".

The envisaged measures are to support the districts of Kyustendil, Pernik and Stara Zagora most affected by the climate transition for diversification and adaptation of small and medium enterprises to the economic transition; support for productive investments in large enterprises in the Stara Zagora region; sustainable energy renovation of residential buildings, including tackling energy poverty; support for industrial and logistics parks and zones; training for vocational qualification and retraining; skills mapping of indirectly affected persons.

Technical assistance procedures are included in the current amendment of the IGRP for 2024 in order to enhance and ensure the sustainability of the administrative capacity of municipal officials, the managing authority, beneficiaries, social partners, including support for the implementation of the Territorial Fair Transition Plans in the districts of Kyustendil, Pernik and Stara Zagora.

This amendment falls within the hypotheses that require coordination under Article 26(8) of the Decision No 23/2023 laying down detailed rules for the award of grants under programmes financed by the European Funds under shared management for the programming period 2021-2027, therefore the materials were presented and agreed by the Programme Monitoring Committee through a non-concurrent procedure held between 18 January and 7 February 2024.
