JESSICA
JESSICA (Joint European Support for Sustainable Investment in City Areas) is a Joint European Initiative for Sustainable Investment in City Areas established with funding from the EU Structural Funds and national co-financing. In Bulgaria, JESSICA is implemented through the Operational Programme Regional Development 2007-2013, under Priority Axis 1 "Sustainable and Integrated Urban Development".
The initiative was launched on 19 October 2010 with the signing of a financial agreement between the Government of the Republic of Bulgaria and the European Investment Bank, acting as Holding Fund for Bulgaria. Bulgaria is one of the nine Member States in the European Union that implement JESSICA, an innovative financial engineering instrument in the field of urban finance.
The purpose of JESSICA is to provide loans, guarantees and equity participation by Urban Development Funds (UDFs) to urban development and public-private partnership projects to final beneficiaries - municipalities, private investors and public-private partnerships in the seven largest cities of Bulgaria - Sofia, Plovdiv, Varna, Burgas, Ruse, Stara Zagora and Pleven.
