Directorate General "Strategic Planning and Programs for Regional Development"
Directorate General "Strategic Planning and Programs for Regional Development" (DGSPPRD) performs the functions of the Managing Authority of the Operational Programme "Regional Development" 2007-2013 (OPRD 2007-2013), of the Managing Authority of the Operational Programme "Regions in Growth" 2014- 2020 (OPRG 2014-2020), as well as to a competent national authority responsible for the management and control of the activities financed with funds from the Solidarity Fund of the European Union.
DG SPPRD carries out activities on the formation and implementation of policies in the field of regional development, as well as coordinates and controls activities on maritime spatial planning and the development of the Maritime Spatial Plan of the Republic of Bulgaria.
In connection with the new programming period 2021-2027, with Government Decision No 712 of 6 October 2020, the DG SPPRD was appointed as the Managing Authority of the Development of Regions Programme (DRP 2021-2027).
In addition, with Government Decision No. 634 of September 8, 2020, the Ministry of Regional Development was designated as the responsible agency for ensuring the implementation of the Territorial Just Transition Plans through the Just Transition Fund (JTF) under the 2021-2027 RDP. Thus, the resource expected to be managed by DG SPPRD under the RDP 2021-2027 amounts to almost €3.5 billion (national and EU funding), which is more than 2 times the resource under the 2014-2020 OPRD.
The Regional Units of the GD SPPRD are 6 territorial units in the level 2 planning regions supporting the implementation of the DG's functions. The Regional Units also act as the secretariat of the Regional Development Councils (RDCs) of the respective Level 2 planning regions. They are located in Sofia, Plovdiv, Burgas, Varna, Rousse and Vidin.
The Directorate General is part of the specialized administration of the Ministry of Regional Development and Public Works.
